    UK vs USA

    I have seen just as many mills in the United States. In fact, I know more in the USA than in the UK system.

    I think you are correct, but perhaps the phenomenon in the UK is more recent, and therefore particularly newsworthy at the moment. Just an educated guess, I suppose.

    The so-called "loophole" in British law is more like walls that are totally missing with huge signs displayed saying non-existent walls may be freely ignored.
