I assume this is a joke or hoax, from the Harlingen, Texas paper. At least I can find no evidence of Palm Valley University, real or fake:

"...The Rio Grande Valley could have a presidential library by 2010 if Palm Valley University has its way.

Palm Valley U. is one of eight institutions -- and the only one in the Valley -- that submitted proposals to build the [George W. Bush presidential] library....

If Palm Valley University wins, it would become the first diploma mill to host a presidential library.

PVU is a non-abominational institution offering a wide range of educational programs. BAs start at $32.95. Graduate degrees in law and medicine top out in the mid-$100s...."

Palm Valley sure sounds "abominational" to me. Perhaps St. Regis could apply to host the Albert Gore "Almost Presidential Library" or the Pat Buchanan "Wannabe Presidential Library":)

If Palm Valley loses the bid for the Bush Library (the competition might just edge it out), they could bid for another Texan: The H. Ross Perot Almost Semi-Presidential Contender Until He Went Completely Wacko: Did You Hear the Big Sucking Sound? Library. :)
