    TEE or Theological Education by Extension is an approach to pastoral and leadership formation developed in Guatemala by Ralph Winter and James Emery (c. 1963). It has been widely adapted and is now the primary means for training pastors in much of Africa and Latin America. It is used in the US and Canada for training first nations/native American leaders. Many seminaries around the world have a TEE section. When I was a student at Fuller Seminary in the early 80's I took a class on developing TEE curriculum. The picture painted in the article is fairly typical of the way that most church leaders around the world are receiving some of their training.
