    Is there a privacy concern here?

    Quote from above site: "Dobbins said the school submitted 204 doctoral student files to the Department of Education on March 12, which resulted in the new payment"

    Did Union have to get student's permission before submitting files? Or is this waived during student registration?

    These files were for students who'd applied for financial aid. It is a routine part of the financial aid process, suspended when the USDoE decided Union's methods for accounting for student progress were insufficient. No violation of privacy; students were applying for federal financial aid.

    This brings me to another point. This author (and others) has it wrong about Union and the USDoE. The USDoE wasn't concerned about the academic rigor of Union's doctoral programs. It was concerned about the documentation of student progress. Big difference. The USDoE isn't in the business of determining the academic quality of individual institutions. It defers to the accrediting agencies for that, and Union was recently re-accredited by the NCA for the maximum 10-year period. (The Ohio Board of Regents has raised some concerns, but it looks like those are being met.)
