If governments find Microsoft practices so objectionable why dont they write their own software? Or is Microsoft considered a revenue source?

Simply a cash cow. It's been some time since Europeans have invented anything useful and they have to make up for it somehow.

I thought Europe believed in the value of monopolies and did nothing to discourage them. I guess just rich American ones are bad.

It's ridiculous that when a monopoly develops because one is so successful at marketing their product, there should be legal consequences. Everyone is free to develop and market their own operating system. Good luck.

Perhaps because Microsofts dubious restrictive practices make it impossible to do so?

I'm sorry but from a foreign point of view the Microsoft situation is another example of the USA preaching more free trade than it practices.
