The "real" fake called Metropolitan Collegiate Institute are the evil people who sold medical degrees for many years, including the one used by the man in North Carolina convicted of manslaughter for taking a child off insulin, and she died. This probably has no connection, other than the 'baggage' attached to it.
Re: passports for bad people? Post 9-11, none of the "vital stats" documents on the page would pass muster with the Department of State for passport issuance. They wouldn't have before 9-11, either, but still....
