    "Jalandhar, October 2
The local police today busted a fake degree racket by arresting two women and a kingpin of the gang from an institute running in Mota Singh Market here. A large number of fake degrees were seized from the gang. According to the police, the institute had been supplying degrees for past about two decades. [...] The accused allegedly sold a fake degree for Rs 40,000 to Rs 80,000. They had contacts with officials of more than 20 universities."

"unqualified applicants are funneled into the United States by middlemen who help them fake academic degrees and pad their resumes in order to win H-1B visas. The U.S. State Department estimates that one-fifth of the H-1B applications it received in India last year contained false information. [...] Most of the checking of the documents in H-1B applications is done at INS offices in the United States, although consular operations like Chennai, which has a three-person anti-fraud unit, also can sniff out fake degrees or doctored resumes, and then recommend further INS scrutiny."

  3. Fake Indian Degrees and IT Outsourcing

...and to think that THESE are some of the folks who are taking jobs away from US citizens in the IT profession with real degrees. Truly a sad commentary on the state of affairs in the global economy/global higher education market.

"New Delhi, October 2: On anti-quackery day today, the Delhi Medical Association submitted a representation to the President Dr A.P.J. Abdul Kalam demanding action against quacks. [...] The association also demanded immediate action against fake medical colleges selling fake degrees, and a mass public awareness campaign against quacks to be started by the government at the earliest."
    http://cities.expressindia.com/fullstory.php?newsid=64750

"The Delhi Medical Association today appreciated the step taken by the Delhi government and the police authorities to arrest seven quacks with fake medical degrees in Shahdara. Police also raided the Institute of Paramedical Studies and Charitable Trust from where they had obtained the degrees. [...] There are about 40,000 such fake doctors in Delhi. [...] In Delhi, every 10-15 minutes, one case is either spoiled or killed by these so-called doctors."
    http://www.tribuneindia.com/2003/20030907/ncr2.htm

"As people continued to be taken for a ride by quacks, the Indian Medical Degree Act of 1916 still goes by fines it imposed almost 83 years ago. That means a penalty of Rs 250 for people flaunting fake medical degrees and Rs500 for any subsequent offence. [...] The Delhi Government has an anti-quackery cell that has not penalised a single quack so far."

Gas Authority of India Ltd (GAIL) [...] chief manager S B Baruah [...] was caught by the Central Bureau of Investigation (CBI) for submitting a fake certificate in 1992 to GAIL for the job of senior deputy manager [...].

Baruah had submitted a fake Chartered Accountant (CA) degree showing that he had passed out from the Institute of Chartered Accountants of India in 1978 [...]. The CBI traced the roll number to another candidate, who had failed the exam. Baruah in the meantime had been promoted as manager in 1994 and then to chief manager in 1998.

Interestingly, this is not the first degree that Baruah forged. In 1972, Baruah had submitted a fake degree to Punjab National Bank [...]. However, he was investigated by the Delhi Police and was convicted in 1974.

"To plug this, the University Grants Commission (UGC) is devising a system of assigning a unique number to every higher education student. This unique number will serve as a reference, and help detect fake degrees. For-real degrees will have a genuine registration number, while fake ones presumably won’t. UGC has named the scheme under which the unique number will be given to students as GRATIS (Graduate Registration and Information System). [...] The unique number will provide the entire higher education history of an individual. [...] The UGC plan is to eventually develop a web-based labour market information system that will track students for education loan recovery and employment assistance. In short, the unique number will become a kind of identification number."

The Karnataka State Open University, a pioneer in the sphere of distance education in India. The Karnataka State Open University is the 8th Open University to be established in India and has come up as a result of the country's long and rich experience in the field of distance education. With over 30,000 students enrolled in a wide range of courses, handled by 60 members of different faculties, and over 50 study centres across the state of Karnataka, today the university commands a prestigious presence in the community of open universities in India.

The university actually started evolving in 1969 from the Institute of Correspondence Course and Continuing Education under the University of Mysore. It was formally established on June 1, 1996 under the Karnataka State Open University Act of 1993, with the objectives of introducing and promoting the system of open university and distance learning in the state of Karnataka and coordinating and determining the

standard of such systems in the state. The fact that there was no entrance qualification for certain categories of students and that the age limit for admission had been relaxed, paved the way for the establishment of the Open University Scheme in Mysore, alongside the regular scheme for those with the minimum qualification.

    Rapid Strides in Spreading Education

Karnataka State Open University has been making rapid strides in every aspect of its growth right from the start and is today a shining symbol of distance education in India. It now offers wide-ranging programmes leading to degrees from the graduate level to the doctoral level and also offers a variety of diploma and certificate programmes. The university is now in the process of introducing multi-level, inter-linked programmes in information technology, apart from several specialized programmes in different areas of contemporary value and interest, in collaboration with the Indira Gandhi National Open University (IGNOU).

Starting off on a very modest strength of students in 1996, the Karnataka State Open University today commands a staggering strength of over 40,000 students from all over India. It functions through 13 departments managed by 57 well-qualified faculty members, and its network of Study Centres continues expand fast, right across the state of Karnataka. The university has initiated several ambitious programmes on its infrastructure front to facilitate rapid realization of its vision of a "virtual university."

Inspired by its rich heritage, and in alliance with many leaders in distance education in India as well as abroad, the university continues to carry the benefits of learning to anyone, anywhere, anytime in more and more effective and imaginative ways. In all its endeavours, the Karnataka State Open University continues to be increasingly inspired by its avowed cause of reassuring its educational aspirants that here distance education in no way means distance from education.

As a child, my father's favorite phrase was "penny-wise, pound foolish". That in a nutshell describes the current IT market. All these companies think you can pay $10 an hour and get the "IT Guru". Besides IT, other fields these days are suffering from the same problems.

All these companies expect people to work for pennies. I think they believe everyone lives at home with Mom and Dad and doesn't have a life except for management. I have rent and bills and live in NY which isn't cheap for those who live here and know. My rent is $1200 a month and I got a good deal if you can believe it and I don't live in Manhattan which is definitely out of my price range.
