Licensed Professional Counselor with those criteria

Ok I made a post before but it seem for some reason not to post.

So I am looking for a program to become a licensed professional counselor with the following criteria (ordered by importance):

1) Being able to get licensed in the state of Arizona
2) Cheapest possible
3) Allows highest number of transfer Credits (I have plenty of transfer Credits from out of state but all schools i found have strict limitations on transferring into a Master Program)
4) online

So i would like the fastest (and Cheapest) online program to get licensed as Professional Counselor in the state of Arizona.

Any suggestions?

P.S. I am also wondering if anybody has experience with Grand Canyon University and can tell me about it? They offer me 12 Transfer Credits and charge a total of 31K for the Counseling Program.

The first thing that you want to do is to go to the Arizona Dept. of Public Health website and determine which degrees will make you eligible for licensure.
