Who has done this? I want to enroll with this program.. Are there any problems starting a masters program that is not RA, and wanting to teach in the state of CA?
If teaching within the context of a college/university is the goal an RA graduate degree is the way to go! Furthermore, due to the competitive job market for teaching positions within academia those with a doctorate would stand the best chance of finding employment IF they also possess relevant research and teaching experience.
If you want to teach, I would go with an RA degree. You never have to ask any questions or be concerned.
