"neighborhood watch" is just an old timey way of saying "if you see something, say something." The programs were largely about vigilance, communication within the neighborhood and maintaining open communication with your police department.
Too late. Quote from your article already told us the most important facts of the case; "Thomas is African-American. Copley is white." I'll wait until more information comes out, just like the Zimmerman case. Then I'll wait for the trial, just like the Zimmerman case. Then I'll make a decision based on evidence-witness testimony-forensics and information from the trial, just like the Zimmerman case.
If you see something, say something is official government policy. But I think its more towards suspicious activity from terrorists, or intelligence gathering threats not actually getting into shootouts with "bad guys". I'm not sure about police departments though, I think they'd rather have you call them instead of trying to investigate it yourself. Especially if your investigation is recon by fire like this guy chose to do. Too many questions; Did he "know" the "hoodlums"? Why were they outside his house? What were they there for? What's does the shooter do for a living? Does he sell things from his house? Lots of questions.
