The article talks about satelite classroom sites but also a new correspondence program. It's not clear if they'll allow non-Indians to enroll. Still, for someone seeking the cheapest MBA this could be a contender and might be worth a few emails/phone calls. I've observed in the past that Indian Universities which allow overseas students to enrol in distance programs generally have a set of fees for non-Indians that is much much higher than the domestic price. I have no idea if that applies here, but you may want to ask... I was interested to see that Visvesvaraya Tech U. is working on joint programs with an American University. I'm not surprised that the details are a bit sketchy. Anyone would be well advised to triple check everything before enrolling in any such program.
This school (est. 1998) is pretty large. From the Wiki: "VTU is one of the largest universities in India with 208 colleges affiliated to it with an intake capacity of over 67100 undergraduate students and 12666 postgraduate students."
