You can check with your local British Council, and they must have a list of all centres who are giving training for the University of London programmes.

The International Center for Legal Studies provided tutorial services for the University of London (External Programme) LLB. The fees are listed in USD and GBP. I also came across this posting about a LLB tutor. In any case, you should read this article regarding the University of London LLB and US State Bar Educational Eligibility. But note, "As with most general rules, there are exceptions. Many US States do consider foreign law graduates as bona fide candidates for meeting the educational eligibility requirement of their respect States. Such States include, New York, Ohio, Maine, Pennsylvania, Colorado, Massachusetts, Utah, District of Columbia, Alaska, California, Louisiana, Oregon, Tennessee, Texas, Vermont and West Virginia."

I don't think there are any, but I would recommend contact the particular program you are interested in directly. I know UoL has a computer and information systems program, but I do not think they offer engineering.
