There are lots of places that will do it but how much will you have to pay them? Sowak made a good suggestion when he said that a library might work well. You might also consider a priest/minister (it helps if you actually attend church).
I can second the librarian suggestion. My local library has a reference librarian who is available anytime during library hours six days a week. I had a great experience having a Clovis CC exam proctored. The best part was that it was completely free, and she even faxed the exam back to the instructor.
