I am an industry professional with over 35 years experience. I have worked in Mechanical Engineering firms, Software firms, Quality Managment Systems and other fields in Senior level Executive positions. I currently work in the Middle East. I have a Masters in Industrial Engineering.
I now want to go for a DL Ph.D. in something related to Quality Systems(CMM, ISO 9000 related) in decent University in the USA. My requirements are:
    1. The program should give credit for my prior experience. I can take tests or write papers to prove it.
    2. I should be awarded the degree after some honest work and not just for the sake of it, like some of the 'degree mills' I have read about in this forum. I am willing to do any amount of hard work.
    3. I am not too particular about accreditations, etc.. since I am going to go for a Ph.D. solely for me satisfaction.
    4. The overall cost to me should not exceed US$4000(Four thousand).
So, please help in identifying the "right" program for me. I searched programs based on my budget and got only two: Kennedy Western(kw.edu) and Washington International(wiu.edu). I see from previous posts that KW is to be avoided, and no one has ever mentioned WIU.

    Thanks in advance.

Sounds like you might be well suited to the Colorado State PhD in Industrial Engineering (http://www.colorado.edu/ccis/csundistdegreecsu.html). Cost is slightly higher than you want but I doubt if you could ever find a PhD program for $4,000. Also look at Nothcentral University which is relatively low priced for a RA university.

I do not recall ever hearing about Washington International University but the fact they advertise that their degrees being notarized indicates to me that they are aiming at foreign students who may be impressed by a notarized certificate. I would avoid this outfit.

Indiana State University offers a DL Ph.D in Technology Management. Based on the requirements that you listed, this program might work for you....except for the $4,000 cost. If cost is the deciding factor, you may want to look into The University of South Africa (UNISA). A UNISA Ph.D. is internationally respected and very affordable.

There are only two words that can help you:
    1) South
    2) Africa
    Good luck,

pcasxd0, I went to this forum for the same reason.
I will finish my MS.c in Strategic Quality Management next month and I'm looking for a (no/low) Residency Ph.D program not more $5000/yer
    Please read this post

Since you are in the Middle East (me too) and mechanical engineer (me too) I think we have many choices (Europe, South Africa, Australia), personally I found many programs in Australia, Sweden, UK,… but the fees is too high for me. There are some universities which they do not charge anything for research degree if your research will contribute to the country (Germany) but the language is the barrier unless you know (German or Latin, yes Latin).

I will keep searching and I will inform you
    So, mail me.

    ah,
    come on,
I´ve never heard of one single university in Germany that accepts LATIN PhD dissertations.
(ok, admitted, that doesn´t have to mean that there is not one or maybe even two that do really
accept it, but then its a HUGE exception...).
Normally, the very vast majority of German universities even allow English language
dissertations, BUT the way to a PhD in Germany is different to the anglo-american world of
education: you have to get formally accepted by a professor before you can enrol, so it´s
important to build up personal contact to a professor first and convince him that you are the
    person to chose...
(and that might be very hard for a person who is not resident here)

Ther are no "decent univeristies" in the US that meet your requirements. The only "decent univeristies" that come close are Coclorad State Univeristy , Indiana State University , Univeristy of Alabma in Huntsville .

None of them will take prior experience or life credit experience and all of them cost way ove $4,000 (actually over $4,000/year with a minimum of 3 years).

The nearest "decent univerity" option is UK, Australia, or South Africa. with Sotuh Africa beeing the true closest.

By the way I am in the Colorado Ste program, just completed the first year, and have at least one more year of classes and then the research and dissertation phase. I also have over 30 years experience with a BS and an MBA.

    Triggersoft,
About the Latin Dissertation I did not verify that (someone from Germany told me that) . However when I went to the German Embassy to ask about the universities, they told me if you want to do a Ph.D find a supervisor first.
If you pass this problem there is another barrier, it is near impossible to fined low residency research program (also in English), without previous contact with German Dr.s.

However, Still there is hope in other countries such UK, Australia, New Zealand, South Africa..
