Does anybody know of any reputable schools who offer a distance learning Masters Degree by distance learning in Human Rights?

It will have to totally non resident and not require a law degree as a pre requisite. The focus of the degree to be a general overview of human rights rather than specific areas.

As you may have already surmised, most Masters degrees in this area are awarded as specialized LLM degrees. I have no idea if a BA/JD is always required for admission to these programs but if I had to bet I'd say that it's possible to gain entry if you have alternate "special" qualifications. I'd start by going to Jonathan Liu's distance learning page and checking out the DL law programs listed. You could also try the links below

. . . I have no idea if they are entirely non-residential programs or even if they're any good. I'd also suggest that you begin looking a Masters degree programs in Conflict/Dispute Resolution or Peace Studies. The sometimes have sub-specializations in Human Rights or you could tailor the program to lean in that direction. If nothing else works, you should always check UNISA. It seems they offer degrees in virtually everything and they're all DL. Good luck,
    Jack
