I want to eventually find a job managing a water utility district. I have a bachelor degree in business administration. Would a additional bachelor degree in engineering or an MBA be more helpful in qualifying for a position of this type?

    How about neither.

Try the Masters of Public Administration - Public Management

Such as Texas Tech offers. Others have a similar program by DL.

I second the idea that an MPA is the degree that would be most appropriate for the position you desire.

There are certainly lots of other factors to consider -- your experience in related fields, whether you want to work for one particular entity or just work in that field in general, etc. With more info we could probably give more specific advice.

And the advantage to the MPA is that it is flexible. I know a social worker who is earning one because promotions at her work require a master's degree, but not necessarily the MSW. Since she may want to do different government work in the future, it made more sense for her to get the MPA. The MSW wouldn't be nearly as flexible.
