  1. Hi,

I could use advice for a friend.
My friend is in a process of becoming sheriff peace officer.
He passed all the tests, written, physical, psychological.
He is Russian native and US citizen.

When he presented his High School Diploma – ( Atistat Zrelosti – in Russian) and BA degree from Russia
The Sheriff HR- Recruiters told him that in State of CA they don’t accept education other than US high school or GED or any education.
He was given 3 months to come up with GED.

His respected High School and degree from Moscow State Univ. are not accepted.
No Evaluation is accepted - even from ECE.

    Question?

Is there properly accredited high school or University - high school that will award him an accredited High School Diploma based on ECE or WES (NASES) evaluation?

His High School diploma is 17 years old, degree 11 years old.

I thank you for your help.

    Mikhail

First, let me say that the HR department is ignorant. That has got to be the most stupid, policy. Most governmentatl agencies take foreign credential evlauations from NACES recognized agencies. It is almost built in discrimination (ie if you did not live in America from childhood we are going to make it darned near impossible to be hired).

Second, hopefully some far better informed folks than me will chime in. He might try some of the DETC accredited High School programs. http://www.detc.org Maybe they will accept the transfer credit. BYU and others have high school programs but I do not know how they work.

He could also try to take the GED test in the state (usually offered all over and frequently). Maybe he could pass it and receive his GED quickly. Call the local community college and find out how often it is offered.

    Maybe he could sue?? (Nosborne)

I suggest he take the GED. It is a cakewalk. I took it, I laughed. It is almost as big a joke as high school.

    Tony
P.S. I believe that a reasonably intelligent person could pass it after 8th grade in the U.S. system.

  5. I think if there is nothing better or faster he will take GED.

But should he? I will call the HR and talk to some people there first. The Sgt and Super may have been unfamiliar with all the pilicies. Such as policy on Foreghn applicants.

Please I hope some one haz a better sugestion?

The New York State Board of Education awards High School Equivalency Diplomas based on college credit:
    http://www.emsc.nysed.gov/workforce/ged/collegecredit.html

I do not know if CA offers the same kind of service. If not, going the NYS route requires:

    1. Establishing a bona fide residence in NYS for at least one month,

    2. enrolling at Excelsior College http://www.excelsior.edu
for an associate degree and having the ECE evaluated russian credits transferred to them,

    3. taking one or two CLEP tests
    http://www.collegeboard.com/student/testing/clep/about.html
to meet the elegibility requirements for the High School Equivalency Diploma.
    http://www.emsc.nysed.gov/workforce/ged/docs/CollCredit%20App(2).pdf

Your friend's russian degree will probably not cover the required 6
credits in English literature, at least not in a way that would be
acceptable to the NYS Board of Education. Taking the CLEP test in
"Analyzing and Interpreting Literature" at a community college should be the easiest way to solve this problem. If something else is missing, take the appropriate CLEP general test in the required field.

    4. applying for the High School Equivalency Diploma.

Time: 2 months if everything goes well.

    Good luck!

  7. Thanks,

In CA we have High School Exam that a person can take from the State Department of Education not GED.

I contacted the sheriffs recruting office and they confirmed
that their polocy is only CA accredited high school or GED.

    Thanks

  8. Thanks to Bears guide we found a RA High School that accepted my friends transcript and required him to take one class only
and pass test for that class.
By credit transfer and passing this class examination he will be awarded a High School Diploma - RA.

    Sheriffs’ office will accept it.
