Fakery aside, electronic transcript sending would be a lot more convenient than post--if they set up a way to request and pay over the internet as well.

"As a result, at least two states, Illinois and North Dakota, are considering legislation that would make it a misdemeanor to peddle false academic credentials to secure a job or promotion, or to gain admission to college."

A misdemeanour? Shouldn't it be a felony? Uttering a false document with intent to defraud. If John Davy went to jail for using his diplomas from cooldegree.com, why can't others be punished as well?

US federal law say that a transcript cannot be released without a student's signature. Yes, we now have "electronic signatures", but that's new technology. Meanwhile, most institutions require at least a fax. Strangely, UCSD Extension doesn't require any kind of signature to release a transcript.

If accredited schools and other recognized agencies would establish and maintain a secure database, they would not have to charge anyone for transcripts; it would be as simple as running a query and reading the report. But that would make too much sense.
