According to an article in the Melbourne Herald Sun dated October 11, 2002, the Australian government will be introducing a bill to apply mainland higher education standards to Australia's external territories, including Norfolk Island. The article states that this action is aimed at Greenwich University.

The US-founded Greenwich University, which began relocating to Norfolk Island in 1994 after Washington tightened loopholes for academic institutions, has been protected since 1998 by a special territorial act that the Norfolk Island Government has refused to repeal.

This is incorrect. "Washington" tightened no loopholes. Nor did Hawaii.

But this is serious. The government is threatening to close the shaky loophole that Greenwich has used to curry favor with prospective students. I guess rejection by the AQF wasn't sufficient.
