I beleive you are talking about the US News site, but be advised there are other ranking lists all depending on what you are looking for.

  3. Upper Iowa University is the largest private college in Iowa -- but pretty small compared to the state universities. It has an on-campus enrollment of about 700 and more than 4000 graduate and independent study students. UIU is accredited by The Higher Learning Commission and is a member of the North Central Association, and its extended MBA and undergraduate business degree programs are accredited by the International Assembly for Collegiate Business Education (IACBE). (See http://www.uiu.edu/about/accreditation.html for more.)

US News puts it in "Comprehensive Colleges-Bachelor's (Midwest), fourth tier."

UIU has been more active than other Iowa schools in developing off-campus centers and distance learning programs. One of their programs may fit your sister's needs. It won't have great name recognition.
