At the very least, Bioinformatics Institute of India (BII) seems to have unrealistic goals. In this story, they discuss setting up 500 bioinformatics study centers in India: Bioinformatics Institute to set up 500 centres by 2003.
The Story sounds scary. I found that the institute is not recognised by AICTE (India's Accrediting body) http://www.aicte.ernet.in
Another Indian DL bioinformatics program: Advanced Diploma in Bioinformatics (Osmania University). Probably only useful for people in Hyderabad, since there are residencies.
