Maggie, Since you reside in Oregon Cal Coast will not be your best option. Oregon's Office of Degree Authorization has stated that a CCU degree is illegal in that state.
Following up on Russell's comment, and after looking at your profile, you mght want to review the Oregon Office of Degree Authorization for programs that could cause problems working in Oregon, especially in a public function (read governemental).

Capella University offers Masters and PhD level programs in Human Services, which includes a specialization in Social Work and Community Services. Cal State U Dominguez Hills MA in Behavioral Science Negotiation and Conflict Management http://www.csudh.edu/dominguezonline/beh.htm No campus visits required. At the time I was attending CSUDH the MA Behavorial Science program was popular with police officers and social workers.
