This is a rather intriquing case. If you read the final paragraphs closely, it appears quite possible that this individual was himself defrauded -- I wonder just who Chung was corresponding with. When I Googled "Universidad Central Del Este" -- among the results was the university's site at http://www.uce.edu.do/ and also http://www.emservices.com/uce/ -- "Educational Management Services, Inc." offering information about the university. The site is pretty non-informative, but invites inquiries for more info.
