I see this is at the Kiev campus. I was a consultant in Ukraine in 1993 and did my thesis on post-USSR economic development in Kiev. When I was there various institutes offering undergraduate and graduate degrees were springing up everywhere. The mission for many of them was to obtain grant money from gullible foundations that would never visit to see what you did with it. There is more than one reason to start a university – if you get enough grants you can give away the degrees and still make a profit.
