Many words saying little. Jumps between K-12 and, with any luck, higher ed.

The 'education establishment,' primarily the teacher's unions, will stymie anything that reduces their number or power in the K-12 realm.

Government induced innovation wouldn't make for a pimple on Adam Smith's eraser. Government funding of higher ed has, if anything, debauched it.

Evergreen, Evergreen, when will you meet your Evergreen. Everybody has to play, everybody has to pay, everybody has to meet their Evergreen.

The Internet is a Cold War-era military project, owing a lot to, yes, Al Gore's "leadership in the Senate". Just sayin'.

I can understand why government wants to take the credit, but today's Internet is a 99% commercial and non-profit phenomenon, and it went from a DARPA/NSF science project to an integral part of people's lives as quickly as it did in large part because Congress largely kept their hands off it in the '90s.

So? That's how "government induced innovation" normally works. Science projects are inherently super-risky and quite long term investments; right up the government's alley.

One of the coolest things in your average smartphone is GPS positioning chip. Which would not exist (and revolutionized logistics, not to mention daily lives) without governments pouring untold billions into the endless pit of the space program, justified by the Cold War. "The Internet" is 99% commercial, but sits on enormous initial infrastructure investments, let alone R&D costs. ICANN was started by Dept. of Commerce, and was pretty much ran by it all through the 90ies. WWW was invented at CERN, European government-financed research institute (mostly high energy physics). But yeah, they managed to build Facebook without government interference, and even create Farmville.

France had a government 'net' and people here of course wanted the same. But things moved too quickly for the control-minded and raced forward to what we have now.

And we of course needed our own MITI or the Japanese would leave us in the technological dust.
