Utility of MS Educational Psychology or Cognitive Science

At the moment, I'm considering the MS Educational Psychology at Kaplan University as well as the MS/EdS program in Cognitive Science at American College of Education. I have been working as a substance abuse counselor for the last several years but want to get back to the education side of things. Both programs look a bit similar and to me, very interesting, but I'm afraid there is not much of a market for either. Can someone with more experience in this field please enlighten me?
