A state where they will put dormitories on the campus of a community college meant to serve one small county. Against the wishes of nearly everyone. But money passes hands so I guess it's okay.

 

hmmm... would this apply to their online programs as well

If paying back the benefit means paying back the exact dollar amount then that's an interest-free loan.

 

New York just made tuition free at public colleges for middle class - Apr. 8, 2017

 

This would have been great news for me back in 2012. Oh, well.
