A lot of those schools don't have online doctoral programs, and others don't even have doctoral programs at all, on-campus or DL (New England College for one).
This is literally just a press release from AccreditedSchoolsOnline.org. Not only is it not a news article, it's not even one of those lazy news articles from the sad likes of U.S. News or Businessweek.
