So my idea is that this is the sort of environment where some semi-shady characters could slip in, create a "university" that was not exactly a mill but substandard entity that gives lots of credit to ABD people, accepts credits from anywhere/everywhere, makes some do this or that, you know what I mean, one of those places where the grads say, "I worked really hard on that . . ." There's not much government accreditation infrastructure and not very many established universities. If I was Buffy the Degree Mill Slayer I might want to take a look at those many private institutions of higher education that are popping up down there.
