On July 1, 2002 the First Circuit Court of the State of Hawaii entered a default judgment against Hawaii American University, Inc. (a Hawaii corporation), World Education, Inc. (a NV corp) and their principals, Mr. Leroy H. Graw and David McNary (believed to be current or former CA residents).

The judgment bars the defendants from operating any unaccredited degree granting institutions or other businesses in the state or claiming to operate under Hawaii law. The judgment also orders the defendants to make a written offer of full restitution to all graduates and students enrolled or matriculated after July 1, 1999. The judgment also imposes civil penalties against the defendants in the amount of $300,000 each.
