Recycling Course Materials

My friend is enrolled in an online graduate program. She is taking another course with the same instructor she had over summer. Even though the courses are different the instructor is using the same book and materials making the class nearly identical. I would understand if different chapters were used, but all the reading and quizzes are the same. What can be done about this? It seems very unprofessional to me to "recycle" material like this. Both of these courses are required and only one instructor teaches them.
