Just like many employers look for employees overseas. Many are for economic reasons. I think foreign universities increased the # of degree programs offered in English language. I know Moscow State University of Press offers DL classes for English speaking students. The cost is around 2K USD a year for FT enrollment. Number of Business schools offer MBA etc for foreign students in the English language. Other countries offer reasonably priced education, some UK universities as well.
