Does anyone have any experience of knowledge about them? They offer online "courses" which are more like certificate programs in the US. They claim accreditation, but Irish accreditation, I have no clue.

It doesn't look like a scam, the courses are short money (60 Euros) and they don't claim to award degrees. They have some different subjects, so it looks like something fun & interesting.

They do have proper authority to offer programmes leading to the listed awards. Anything else is not covered under the National Framework of Qualifications and would be fine for personal learning, but not as a university or higher learning course.

Just saying they are accredited to offer the QQI listed qualifications.
    Anything else is unaccredited.

Irish accreditation is centralized, with only universities (and some of the Institutes of Technology) having full accreditation for any award. The others are either through the UK (such as the Open University) or through the QQI. All accredited academic awards are tied to the National Framework of Qualifications, which sets the level of the award.

For more vocational/ private institutions such as this, they have to receive approval from the QQI or have it validated by an Irish university.

    Thank you!

What is the meaning/credibility of a "NCFE Diploma"?

I think it is geared more to vocational areas than college/university credit. The NCFE appears legit and claims roots going back to 1848.
(I'm sure this is complete coincidence, but wasn't 1848 the famous year of so many revolutions in various European locales? )

The NCFE site and a couple of other pages about it:

    https://www.ncfe.org.uk/about-ncfe/

    https://en.wikipedia.org/wiki/Northern_Council_for_Further_Education

    https://www.stonebridge.uk.com/blog/learning-experience/ncfe-what-is-it-and-what-does-it-stand-for-and-why-should-i-care

Look for images of "NCFE diplomas" with Google and you will see a remarkable range of occupational diplomas. I don't know for sure how they are valued. I've read some complaints from students at private colleges, saying that employers don't recognize them - and assuring replies from the schools that they do.

Qualifying the above - I've read a small number of complaints - there are a lot of these diplomas. Complainers - like the poor - ye shall always have with you. Doesn't matter whether it's RA NA, foreign or domestic - somebody will claim employers don't like certain diplomas / schools. I don't know how much there is/isn't to the complaints, in this case. No - I don't know at all.
