Of course they reacted this way, the way the media wanted them to. Read the schools report and it shows what really going on. Two sides to every story? Not any more when it comes to the media. Instead of waiting to run with a story it knows to be true and accurate it prints trash.
Well, we know that sometimes certain elements of the press might sensationalize things but it's also clear that the university system has a lot to gain by applying their own spin. They are far from unbiased and are not likely to just admit that they did something questionable.
The original report wasn't the work of 'the media'. It came from an independent state government auditor. It's probably important to note that it isn't just the University of California doing this. Many universities all around the world do it. If local laws permit them to charge out-of-state and/or foreign students higher tuition than local students (who in some cases attend tuition-free), they will actively try to increase the numbers of higher-paying students in their programs at the expense of local students. Universities call it 'being entrepeneurial' and roll out all the familiar 'globalization' and 'diversity' rhetoric in hopes of justifying it.
They'll keep doing it until we tie their funding to the number of in-state students so that they don't have a financial advantage in admitting out-of-state students.
I'm sure the added funds help everyone. Read the schools report and you will see no in state students were affected.

Why should we be convinced that its spin on things truly represents what's really going on?
Actually we just see their CLAIM that no in-state students were affected. Not the same at all. Anyway, if it's true, then my suggestion would be no problem for them.
This is essentially what I said. It requires no stretch of the imagination that the school might generate a report that is self-serving.
