As a North Carolinian, who has colleagues that hold various positions in NC campuses, I have to say this is the case. The public universities are cringing at the thought of WGU, with it's cheaper offerings, being able to offer all of its degree programs in NC. The legislature favors WGU, particularly for its teacher education programs, in order to combat the teacher shortage in the state.
Well, that is stupid. The cost of the degree has little to nothing to do with the shortage of teachers, which impacts many states.
