So was Lifelong issuing its own degrees on its own paper or did course completion through Lifelong result in a credential from the schools they partnered with in the Philippines?

Kind of reminds me of the whole Liberian thing. A few diploma mill operators sold some "degrees" but legitimate Liberian universities end up getting slandered in the process.

It's also the sort of thing that contributed to the whole University of Wales breakup.

I'm tempted to ask "what course completion" but the correct answer appears to be (b). From the article:

"The college, (Lifelong - J.) dubbed a “diploma mill,” was established in 1998. From its base in Yau Ma Tei, it provides students with degrees rewarded remotely from partner universities abroad. (Emphasis mine - J.) Many of these, such as Tarlac State University, Bulacan State University and Nueva Ecija University of Science and Technology, are located in the Philippines..."

Yes - it does resemble the U. Wales thing, with only one exception. The degree-awarding schools don't seem to be as closely related to each other as the five or so that made up the U. of Wales consortium at that time. The degree-awarding schools in this case certainly seem just as blissfully unaware of any funny stuff, substandard goings-on etc. as U. of Wales appeared to be, before the whistle blew. Hmmm....
