    I also stumbled across Hellenic Open University (Greece) which appears to have a DL MBA (possibly hybrid).

    Very close - but not quite. It's confusing. Open learning at TRU - the page cited - is a bit different from the old Open Learning Agency, now the Open University of British Columbia - which is also run by TRU.

    The whole Province seems to be full of "Open Universities." Not a bad idea... :smile:

    On a more serious note, here's an interesting one: About University | The Opened International University of Human Development The Open International University of Human Development - Ukraine. It says it has 22,000 students and offers on-line and campus programs. Here's the University's history page. Towards the History | The Opened International University of Human Development

    A quote: "You have to pay in order to study at our university, but there is a flexible discount system. According to the policy of being open to all layers of the population, University offers the lowest prices in Ukraine - from 2000 to 15000 UAH per year." That's $88 to about $663 a year! Don't know if that scale applies to foreigners learning by DL, or how well the school's degrees meet anyone's needs re: accreditation or recognition. Might be worth my while to find out...

    Update: By "distance" the school means on-ground programs at various centres in Ukraine outside Kyiv. NOT ONLINE - sorry for my earlier error. No programs that meet our usual "distance" definition.
    They do serve foreign students, but only on a B&M basis at the Kyiv campus. Here is a list of those programs. Academic Programmes | The Opened International University of Human Development

    I'd love to see a comprehensive list of the assorted open universities that offer distance programs to foreign overseas students, not just overseas expats from that particular country.

    Well, this thread is a good start toward that goal. Based on my own brief sprint through a selection of the websites, that number is going to be rather small.

    Even when the native (or one of the primary) language(s) of the school is English (India, South Africa, Australia), some of those websites are difficult to figure out. I think one of the distance degrees that should be offered by UNISA should be on how to earn a distance degree from UNISA.

    Actually, the UNISA process is sufficiently clear at this point that IACI-Canada is no longer "necessary" tonavigate the process. While I am not/have never been enrolled there, I've spent a crazy amount of time on their website and consider myself to be a bit of a resource for those who are considering that school. In the back of my mind I imagine that if I'm ever silly enough to shoot for a PhD then UNISA will be my choice. I also imagine that at some point prior to that I'll have a massive DI meltdown during which I'll plead for people to talk me out of it.:thinkerg:

    It's a school that specializes in accommodating students with disabilities. A noble and much-needed effort in Ukraine (not the most disability-friendly country). I don't know much about their actual reputation, but it's a real university.

    Indeed it is real - and serves disabled students, as you say. A significant proportion of its students have disabilities - but one does not have to be disabled to enrol.

    Some blogger from India says this school is a fake - No. 37 on his list. Stanislav, you and I both know he's dead wrong on this one. Here's his site:

    Here's a question: What is an "open university"? What do educators intend to communicate when they give universities this name? (I follow higher education and I'm not entirely sure, so I'd guess the average person doesn't have a clue.)

    Some offer lots of distance learning, others don't. Some are open-admissions, others aren't (the UK open university seems to be rather selective in many of its programs).

    Many seem aimed at working adults and non-traditional age students (I think that's what the UK open university was thinking about when it chose its name). That's how I tend to interpret "open university". Of course many universities with more conventional names attract the same sort of student. (The former polytechnics in the UK for example.)

    What I think when I hear the term "Open University" is that admissions are non-competitive. This is not to say there are no admissions standards but only that everyone who meets those standards will be admitted. The alternative might be a scenario where the school in question only admits a certain number of students per year and so it becomes competitive as to who gets in. You might be an excellent student with good grades, etc. and still not make it such as occurs at lots of top tier schools. So an open university (I think) is one where everyone who meets the admission standards is admitted.
