Kentucky Council on Postsecondary Education Regulations for Online Programs

    I have recently found that the Kentucky Council on Post-Seondary Education regulates all distance programs. It appears that state employees, mainly teachers, cannot enroll in online graduate programs out of state. I have heard they have done this to keep more money in the state. Does anyone else know anything about this? Do other states have similar regulations?

    To be honest I can't make sense of all of it when I read it. It sounds like terms and conditions from a credit card or something. Maybe a lawyer can read it.

    Then again, it's Maryland that's the most vociferous state in insisting that distance learning providers get a local license rather than simply respect licenses issued by fellow states. Perhaps a regulatory bent toward protectionism transcends political and cultural stereotypes?
