Taft got Congressional Recognition

    Major contribution to a Congress person in an election year, and then ask for one.
     
  3. Any member of Congress can, subject to the rules of the body, take time on the floor to say good things about their constituents/potential donors/friends. It's normally done "without objection" after the business of legislating is taken care of for the day.. a time for photo ops, et cetera. It's done "without objection" because, while in theory another member COULD object, none do.. because their time is surely coming to do the same.

    In the state legislatures, ditto.. it's not unusual to see formal resolutions read, passed (again, without objection) and presented to the honoree on those occasions ("A Resolution Commending Joe Geet on Reaching the Age of 100") again, with photo opportunities/hand-kissing/baby-shaking for all. It's old-school, grass-roots politics. The public loves it, and it costs the legislators nothing except their time. In other words, it means nothing, but looks impressive.

    When I was a legislative intern, a major part of my job was drafting those congratulatory resolutions for my representative. He rarely, if ever, knew about the auspicious occasions or accomplishment before the resolutions were presented for his signature.
