"The AIOU, being the oldest public-sector institution in distance learning in Pakistan, wishes to play a leading role in the formation of a national policy on ODL, said AIOU Vice-Chancellor (VC) Dr Shahid Siddique." On the one hand, if there's not that much systemic competence when it comes to distance learning there, I can understand the most prominent distance learning institution playing a role. On the other hand, if that leads to policies that shut out competition, then that's bad news for Pakistani students. I suppose we'll see what happens....

Oh I don't know. AIOU and HEC will form advisory committees which will, in turn form a joint sub-committee which will embark on a period of research for the purpose of delivering a blue paper to the larger committees where it will be debated and then a white paper, including specific recommendations, will be presented to the larger governing body where it will be further debated, amended, revised and otherwise watered down before some piece of legislation is created which will be blocked from a vote by self-serving ideologues and then ignored by everyone, including the media . . . oh wait, I'm sorry, that's the USA I was thinking about.
