Ok according to my findings Asia e university (AeU |) , OUM (OUM Portal) and al-madinah international university (Al-Madinah International University) offers distance learning PHDs.

Anyway this al-madinah international university seems different and does any one any more information or experience.

Anyway if you have some suggestions other than above mentioned, please enlighten me....

It's a private university, oriented toward Muslim students and appears to be properly credentialed by the MOE (Malaysian Ministry of Education) and MQA (Malaysian Qualifications Authority). A bit more info here:

Good to hear that this week, someone at OUM turned around and told you that they do, in fact, offer distance Doctoral programs, as their website clearly says. Whoever told you they didn't had me worried....

Wait a minute! There was a 3-page thread on Al-Madinah here in 2012. Some concern was expressed about accreditation of particular programs - other than those dealing with Islamic topics. I think those concerns were addressed and at least partially resolved. Best I can offer, after reading this: make sure the particular Al-Madinah degree program you're after has the proper MOE endorsements. (i.e. check with the Ministry).

    Here's the thread: http://www.degreeinfo.com/general-distance-learning-discussions/42364-almadinah-international-university-ph-d-under-7k.html

I was agreeably surprised to learn that a Ph.D. here costs about $7,500 in total. Around the price-range of OUM.
