They have an English-language site. Here's the distance-ed fee structure page (for non-Mauritians). Fees in details - ODL (non citizen) July 2014

Wow! Great prices. The doctorate shown (5 modules at 27,000 Rs each) comes out to $3,745 US. for the complete program!

Whoops! Wait a minute - they said to refer to note 3, which says:

"For DBA the total fees for year 1 are Rs 135,000. As from the beginning of year 2, learners will pay tuition fees of Rs 162,000 for every period of twelve months."

That means the first year is $3,745. Subsequent years are $4,565.00 -- still very reasonable, but I've read that one might get an even better price in South Africa. Perhaps ~$2,500 a year, IIRC. And yes, Open University of Mauritius is a school with proper degree-granting authority. Lots of progress in Mauritius these days, so I hear.

What I meant is - lots of economic progress - and business activity. Mauritius is said to be doing better economically than others in the region. Not suggesting that Mauritius or its people have been "unprogressive" in any sense.
