New agreement for 70 percent off tuition at Chamberlin College for Federal employees, their spouses, and dependents. OPM's New Educational Alliance - Promising Practices - Management - GovExec.com What is also interesting, is that it seems to be a subscription payment model. While it is a subscription model, it doesn't appear to be competency based. So the courses run according to normal terms. From that perspective I don't think it would matter for TA. You're still going to show a term with an associated grade. The issue typically comes up when the subscription is for self-paced/competency based courses where you wouldn't be able to reasonably associate the fee charged with a particular course or grade.
