Online MS on Statics as a part time foreign student.

I have been looking to study a MS in Statistics as a complement for my PhD in CS studies. My PhD is purely research based and I intend to use statistics extensively for my research, which means that I have to self study the topic or find a place to learn it. I believe that getting a graduate degree on statistics at a recognized institution in the process would be of great value for my future prospects.

Now, onto my wish list (yeah, I know... ):

• I want the program to be from either Canada, USA or England since I need to practice the language and I want to be able to show that I can take the challenge of getting a degree at one of those countries (Australia would work too if the program is flexible with the time zone).
  
• I need to be able to complete the program with minimal to no travel to the physical campus, as my PhD is my main priority and I need to be present at my campus at various dates and travel aboard as well.
  
• I need the program to be flexible in the number of minimum of hours needed for each semester, since my PhD is my main priority. Being able to stop the program entirely for a time might be needed.
  
• The program being affordable would be of very helpful...

So far, the Applied Statistics MS from Rochester Institute of Technology seems like a good fit. However, it seems to be considerably more expensive than Texas A&M and Penn State WC options, but the last two don't seems to be flexible with their programs.

Any other options I should consider? Is a Graduate Certificate a better option for my situation? Suggestions and comments are more than welcome.
