    Gert,

    Someone in the SATS thread mentioned that they would be withdrawing from the UNIZUL arrangement in order to register their other degree programs.

    Would SATS having their degree programs being *registered* make them the equivalent in standing of the South African State Universities programs (ie the equivalent of accredited).

    Just trying to understand the system.

  2. If SATS programs are successfully registered by SAQA then they are accredited -- since one of the prerequisites of registration is that the programs be accredited. On the other hand, the 21 public universities and 15 technikons are not required to be registered (since their authority to grant degrees has in each case been established by an Act of Parliament).

    The goal is that the programs of both public and private institutions will be accredited by the Higher Education Quality Committee (HEQC) of the Council on Higher Education (CHE). The mechanisms (instituional audit, etc) for this are still being worked out. If the SATS folks are saying that their accreditation will be the same as that of Unizul, then the HEQC accreditation is what they are referring to. In principle, both SATS and Unizul will need to have their programs accredited by HEQC. SATS will use their HEQC accreditation to register the programs with SAQA. Unizul are not required to register with SAQA. But, as a state-subsidized institution, Unizul is subject to oversight by the government (and in some cases subject to draconian directions from the government, as we are seeing with the current "restructuring" debate).
