In the cases of these mega-universities we have sometimes been told that it's more fruitful to use the telephone than it is to rely on email.
I might be horribly wrong here but I believe Steve Foerster has some contact or at least made contact with folks at IGNOU.
IGNOU is a government-funded university. Good luck getting a response from them. If you are trying to call them, expect people who doesn't speak or understand (your) English.
