Her area of research can be Social Sciences, Educational or Religious Studies.

Kindly advise in which University it is possible to get admission.(Research base Program only she dont want to attend classes)

Looking forward to hearing from you all.

She should inquire (directly, not through a 3rd party) at universities offering the Ph.D. in the fields she seeks. But....

The inquiry as currently stated is too broad. Becoming a Ph.D. necessitates that one narrows things down quite a bit. Not only regarding which academic discipline to pursue, but also what line of inquiry within that discipline. What she wants to be when she's done ought to drive this selection, and it should be very narrow in scope before she even sets out to look at degree programs. Also....

In which language will she want to study? That will narrow considerably the number of schools that can be considered. Even then....

She must choose schools from systems that offer the "big book" approach to the Ph.D. For example, English speakers will want to consider schools from the UK, South Africa, and Australian, but not from the U.S. Even then....

Ph.D. students can expect to spend 3 years (full time) or 6 years (part time) in their programs. During this time, they will often (but it varies from program to program and student to student and advisor to advisor) be expected to spend time on campus. This time could be for meetings, symposia, seminars, and even (gasp!) classes. These are not part of the formal curriculum in a dissertation-only program, but are quite normal. It is hard to do these programs from a distance, but not impossible. So....

She should find schools from countries that offer tuition in her language, degrees she's interested in pursuing, the "big book" approach to the Ph.D., and little or no residential requirements. That is an individual choice, so I won't advise regarding specific schools. But that's the framework she can use to explore.
