   While I haven't move forward with it, I've sometimes considered applying for doctoral study through IGNOU. I'm attracted to them because they're strong in two of my areas of interest (cross-border distance learning and OERs), and I have a friend who I respect who's a faculty member. The low cost doesn't hurt either.
