To better serve a growing Chinese population? http://www.nytimes.com/2013/07/15/world/asia/University-of-Macau-Moves-Over-the-China-Border.html?ref=education&_r=0
I think it has to do with space, and of course better serving the Chinese population in term of expansion.
Interesting -- while technically the new campus is in China proper, it's a de facto extension of Macau territory. Students will get there through an underwater tunnel, there will be a concrete barrier around the place, and the university will continue to have uncensored Internet.
That's pretty astounding. I'd like to have a chat with their legal team. They managed to put together an excellent deal!
Now all they have to do is keep extending Macau and Hong Kong until they comprise the whole country.
