Curious what would be online PhD ( USA or International) that would be most cost effective, and also what would be easier program or easiest to be admitted to?

Economics can get quite difficult, requiring quite a bit of number crunching. I would say that history would be the easier degree to obtain, but it's all highly subjective, and depends on many different factors.

Can't agree that the words "easy" "easier" "easiest" (in any degree of comparison) really have a place in a discussion of Ph.Ds.
Either degree should require rigorous scholarship and research of an always-meticulous and sometimes arduous nature - regardless of the presence of, or quantity of number-crunching.

My take, and I'll admit to not holding a doctorate myself: do whichever one you love. And if you don't have a genuine love for, abiding interest in and strong desire to contribute to a specific topic/field in either subject -- reconsider your doctoral plans.

I mentioned economics because my interest would possible be on a thesis involving history and economics, definitely not econometrics.

Good points, yes I am looking to go past my Master's for more study, but when I have looked at some online PhD's too many general coruses, but when I look at PhD by research from UK wondering how difficult might be the acceptable academic level. Staring to look also at other areas though application process ( say in India) seems rather conulted but prices right. Just gathering information.
